The webinar will begin by presenting the goals of the new Insolvency Law in 2020 and how it is put into action. Subsequently, we will elucidate the roles and duties of essential entities involved in this legislation, including the Insolvency Practitioners Regulatory Council, Myanmar Insolvency Practitioner Associations, Insolvency Practitioners, DICA, and the Supreme Court. In addition, we will provide insights into Corporate Rescue and Rehabilitation as an alternative to company winding-up procedures. Lastly, we will cover the Voluntary Liquidation Process under the Insolvency Law, ensuring a comprehensive understanding of these crucial aspects.

U Win Naing is an advocate of the Supreme Court with over 25 years of experience advising on local and international legal matters. He has a focus on foreign direct investment and M&A transactions in sectors ranging from real estate to oil and gas. He serves as a vice chair of the Myanmar Insolvency Practitioners Association.

He obtained his LLB and LLM degrees from the University of Yangon in 1992 and 1996.

Dr. Nay Chi Oo

Dr. Nay Chi Oo is an advocate with 20+years’ experience in legal field mainly practices on merger and acquisitions, project financing, corporate matters and commercial contracts, cross border legal due diligence, labour and employment, insolvency matters and enforcement of foreign arbitral award and foreign judgment.

She has previously been working at the Union Attorney General’s Office and Ministry of Legal Affairs for sixteen years as the law officer (public prosecutor) and has the broad experience in criminal and civil litigation as well.

She conceded as the foreign lawyer in the Myanmar Legal MHM since 2016 to date. She became a director in the Myanmar Association of Insolvency Practitioners Inc. (MAIP) in 2022 and a member of the board of directors of MAIP. She also has the teaching experience for the international law students in Nagoya University in 2012/2013.

She obtained the LL.D. and LL.M. from Nagoya University, Japan and LL.B. from Yangon University of Distance Education, Myanmar. She is fluent in English, Myanmar, and Japanese.

Daw Thiri Thant Mon

Daw Thiri Thant Mon is the Head of ESG for the Fixed Income Division EMEA at Morgan Stanley, a leading global investment bank. She also serves as Executive Director of the Myanmar Institute of Directors, board member of British Chamber of Commerce Myanmar and trustee for Turquoise Mountain Foundation, a UK charity that focuses on heritage preservation countries such as Afghanistan and Myanmar. She has held a number of leadership and board roles over her 20-year career as a finance and capital markets professional.

She holds a BA in Economics from William & Mary, an MBA from the London Business School, and a Director Certification Diploma from the Thai Institute of Directors.

Ye Thura Thet is an information security practitioner with over 20 years in the field. Starting as a programmer in the 90s, he studied Software Engineering at Queensland University of Technology and later earned a Master’s from Nanyang Technological University. After years in corporate security roles, Ye founded Kernellix, a cybersecurity firm in Yangon, Myanmar. Under his leadership, Kernellix grew from a small startup to a major cyber defense center serving a wide range of clients, from small NGOs to large commercial entities.

Dr. Thaung Han is the Group CEO of Max Myanmar Group since 2019 and serves on its Board of Director. Prior to that, he served as President & CEO at Myanmar Citizen Bank, Managing Director at AYA Bank and Advisor at AYA Financial Group, and Group COO at Max Myanmar Group.

He earned his PHD in International Business from University of Texas at EI Paso and MBA from Purdue University. He also earned Diploma in Business Law and Executive MBA from Yangon University of Economics and holds a MBBS from Mandalay University of Medicine.

He is also a visiting faculty at private and government universities teaching various topic in finance and management. She has held several leadership and board roles over her 15 years career as a finance professional in Australia and Asia Pacific. Dr. Tun Thura Thet is a visiting lecturer at Master of Business Administration (MBA, EMBA) programme and Master of Banking and Finance (MBF, EMBF) programme at the Yangon University of Economics (YUEco), Master of Computer Science (MCSc) programme at the University of Computer Studies, Yangon (UCSY). He was also the NTU Convocation Speaker 2015 and the recipient of NTU Alumni Achievement Award 2021 of Nanyang Technological University, Singapore.

He is also the founder and chairman of Myanmar Information Technology Pte Ltd, the leading software development and System Integration Company in Myanmar. MIT was founded in 1997 and has been the market leader for ICT services in banking sector, retail sector, hospitality sector, healthcare sector and in digital innovation, and also the winner of the ASEAN Business Award for e-ASEAN sector in 2015 and ASOCIO Outstanding ICT Company Award in 2018. He is also a co-founder and director of Myanmar ICT Development Corporation (MICT Park), an independent director of Myanmar Credit Bureau (MCB), and the vice chairman of Myanmar Computer Federation (MCF).
